Presentation Overview

The Victorian Department of Environment Land Water and Planning (DELWP) is exploring ways to improve land utilisation, particularly through better land use decisions from improved access to land information in Victoria, Strategic Land Information Management (SLIM) is being tested in a 3-stage pilot as a potential enabling software platform. The pilot aims at developing a Digital Report System (DRS) to support Victoria’s State of Environment (SOE) reporting process in collaboration with Victoria’s Commissioner of Environmental Sustainability (VCES). Under the prevailing budgetary constraints and in the absence of directly relevant system development experience, the pilot adopts the following design measures to manage the risks in delivering a fit-for-purpose DRS:

  • Technical Design
  • Build on existing software and systems rather than starting from the beginning
  • Integrate and reuse proven software and functional modules available both in government and as open source resources Project and Governance Design
  • Co-design and co-invest with users and development partners
  • Invest in agile development in three stages with regular reviews and decision gates to ensure solution relevance
  • Demonstrate basic enabling capabilities and use pilot outputs as benchmarks for more capital intensive production system development.

DELWP, the Cooperative Research Centre for Spatial Information (CRCSI) and one of its 43 PL companies are co-designing and co-investing with VCES in developing DRS based on SLIM through a collaborative research project under the CRCSI Rapid Spatial Analytics Program, in which two CRCSI software, namely Epiphanee and Raster Storage Archive, are integrated and further developed to support indicator generation needed by VCES. Indicators for the marine and aquatic environment will be generated first, followed by the terrestrial environment and then the overall SOE report. Other government software resources are also being assessed for their suitability. Research outputs from existing CRCSI projects will be tested where relevant to improve future usability of DRS.

 

Biography

Tai On (T.O.) Chan is currently Project Manager Land Capability Model in the Department of Environment, Land, Water and Planning, State Government of Victoria, Australia. He is also one of the project coordinators supporting the Land Services Strategic Direction project that examines innovative ways of capturing, managing, publishing and using land information to promote economic development in Victoria.

He was previously responsible for strategic spatial policy, projects and research matters in the department. He is also a Project Leader of the Cooperative Research Centre for Spatial Information in addition to his role as the Victorian Government contact for the Centre.

He had a degree in Biology and in Forestry. From 1983-94, he worked for the Hong Kong Government as a Forestry Officer with responsibilities of planning, conservation, management and training inside country parks. He obtained his PhD at the University of Melbourne in 1999.

His professional and research interests are in planning, management and implementation of spatial information systems and spatial data infrastructures.
